BACOLOD City – It took the city council more than two hours to deliberate the conditions written in the contract between the city government and the IPM-Construction and Development Corp. (IPM-CDC) in relation to the garbage collection, hauling and disposal services in the city.

The contract, which has a P148.4-million approved budget, covers a nine-month period – from April to Dec. 31 this year.

The Bids and Awards Committee awarded the contract to IPM-CDC last week after the company presented a lone bid amounting to P148,388,285.77.

The city council deliberated from around 10:30 a.m. to past 1 p.m. yesterday at the Bacolod City Government Center before granting Mayor Evelio“Bing” Leonardia the authority to sign the contract past 1:30 p.m. through a vote.

Nine councilors voted “yes.” They were Caesar Distrito, EmAng, Dindo Ramos, RenecitoNovero, Ana Marie Palermo, NoliVillarosa, Elmer Sy, Cindy Rojas, and BartolomeOrola.

Councilor Ricardo Tan voted “no” while councilors Claudio Jesus Puentevella, Sonya Verdeflor and Wilson Gamboa Jr. were out of the session hall.

Puentevella earlier made a manifestation showing objection on the approval of the contract.

He said the city council was not given “ample time to thoroughly study the request considering that the subject matter involves millions of pesos.”

Tan agreed with Puentevella.

Before leaving the hall, Verdeflor was the one who noticed discrepancies in the contract’s page 2.

One of them is the service fee allocation for IPM-CDC, which must be P148,388,285.77 instead of P100,380,285.77 as stated in the contract.

The city council took too much time settling the typographical errors before the contract was sent to the Mayor’s Office to enter the corrections upon Palermo’s motion.

After signing, Leonardia will send back the contract to the city council for ratification next week./PN
