ILOILO City – Councilor Carlos “Jojo” Javellana is filing the Iloilo City Police Office’s (ICPO) proposed measures against crimes to the Sangguniang Panlungsod (SP).
Javellana, who chairs the SP committee on police matters, held a consultative meeting with ICPO director Police Colonel Uldarico Garbanzos and all the chiefs of police in this city on April 13.
“Gin-istoryahan namon parti sa gina-propose nila nga ordinansa. Mahatag sila [additional details] sa next nga committee hearing,” said Javellana.
He added that he will pass the proposed ordinance to the SP Secretariat today, April 15, for it to be included in next week’s regular session agenda. This will be expected to be referred to Javellana’s committee.
“Tun-an ta ‘na anay sa aton committee… pamatian ta sila anay,” said Javellana.
To recall, Garbanzos proposed the implementation of numbered helmets as one of the measures to deter motorcycle-riding criminals here.
This recommendation was come up following the killing of the 19-year-old son of a Sangguniang Bayan member of Leganes, Iloilo by a motorcycle-riding gunman on April 3 in Barangay Tagbak, Jaro district.
Garbanzos said it is difficult to identify riding-in-tandem assassins wearing helmets and facemasks.
He added that there should be a database on all riders and this should contain, among others, their respective helmet numbers.
Aside from numbered helmets, the ICPO is also proposing the establishment of “toll gates” in all entry and exit points in the city.
These must be equipped with closed-circuit television cameras for facial recognition of drivers.
Garbanzos also suggested that all vehicles be equipped with video cameras./PN
