
SOLID waste has been one of Iloilo City’s most persistent and unpleasant problems. Every day, tons of garbage are collected, hauled away, and dumped, while residents endure the consequences — mounting landfills, foul odor, even polluted waterways and other environmental risks. Too often, waste has been treated as something to hide rather than a resource to harness.
The city’s planned Integrated Solid Waste Management Facility promises to change that narrative.
If successfully implemented, the project could become one of the most transformative environmental initiatives in Western Visayas. It aims not only to reduce the city’s dependence on landfills but also to convert biodegradable waste into renewable energy capable of powering a desalination plant that will produce millions of liters of potable water daily. It is a rare example of one public investment addressing two pressing concerns simultaneously: waste management and water security.
That vision, however, demands vigilance.
Waste-to-energy projects around the world have produced mixed results. Some have become models of sustainability; others have turned into costly white elephants plagued by technical failures, financial losses, and public opposition. Technology alone does not guarantee success. Sound governance does.
The city government must therefore ensure that this project remains transparent from construction to operation. Every peso spent should be accounted for. Independent environmental monitoring must be conducted regularly, and the findings should be made available to the public. Residents living near the facility deserve continuous assurance that emissions, odors, wastewater, and other environmental impacts remain within safe standards.
Equally important is maintaining a strong waste segregation program. No waste-to-energy facility can compensate for poor household discipline. If recyclable materials continue to be mixed with biodegradable waste, or hazardous materials enter the processing system, efficiency will suffer and costs will rise. The project should complement — not replace — the responsibility of every household, business establishment, and barangay to practice proper waste segregation.
The city also deserves credit for recognizing the welfare of waste pickers by integrating them into the facility’s operations instead of leaving them behind. Development should never come at the expense of those who depend on existing systems for their livelihood.
Yet the bigger lesson extends beyond Iloilo City. Many local government units across Western Visayas continue to struggle with overflowing dumpsites, aging sanitary landfills, and limited financial resources for modern waste management. If Iloilo City’s project succeeds, it could become a blueprint for other cities and municipalities seeking sustainable solutions to their own garbage crises. But if it fails because of poor planning, weak oversight, or political interference, it could discourage similar innovations throughout the region. The challenge, therefore, is proving that Iloilo City can operate it efficiently, responsibly, and sustainably for decades.
Garbage has long been viewed as a burden. This project presents an opportunity to redefine it as a valuable resource. Whether that promise becomes reality will depend not on the machines inside the plant, but on the integrity, competence, and commitment of the people entrusted to run it.
The true measure of this ambitious undertaking will not simply be the megawatts of electricity it produces or the liters of water it generates, but if it results to cleaner communities, healthier ecosystems, and a city that demonstrates environmental leadership worthy of emulation across Western Visayas.
