EFFECTIVE April 19, 2004, Republic Act 9287 (An Act increasing the Penalties for Illegal Numbers Games) was duly discussed, formalized and thus published for mandatory observance.

Punishable acts therein categorically and clearly written down but deliberately unobserved not only by the administration that issued it but especially so by the one that followed it for markedly suspect reason in the realm of multilateral financial benefits all in favor of the commonly known members of the Jueteng Hierarchy plus their consummate protectors:

a. The penalty of imprisonment from 30 days to 90 days, if such person acts is a bettor.

b. The penalty of imprisonment from six years and one day to eight years if such person acts as a personnel or staff of an illegal numbers game operation.

c. The penalty of imprisonment from eight years and one day to 10 years, if such person acts as a collector or agent.

d. The penalty of imprisonment from 10 years and one day to 12 years, if such person acts as a coordinator, controller or supervisor.

e. The penalty of imprisonment from 12 years and one day to 14 years, if such person acts as a maintainer, manager or operator.

f. The penalty of imprisonment from 14 years and one day to 16 years, if such person acts as a protector or coddler.

Gambling per se – even if it is ridiculously called “Gaming” by public and private gambling incorporators precisely to hide the personal, moral and social liabilities therein incurred by gamblers per se – cannot in fact be really the cause nor origin of human dignity on the part of those running it as well as those patronizing it.

The truth of the matter is that while gamblers are eventually losers, the gambling operators are ultimately the winners – always.

Exactly the same reality takes place in the Jueteng Industry. While those operating it from the collectors up to the Jueteng Lords are infallible financial beneficiaries thereof, the bettors in turn are ultimately the losers therein. This is not to mention that in addition to the Jueteng Hierarchy, there are also the barangay captains, the municipal / city mayors plus the governors who are likewise Jueteng Beneficiaries – not to mention the policemen who hear nothing, see nothing, do nothing about it.  

So it is that to this date and time, Jueteng is a matter-of-course gambling racket in different places in the country – under one over-all ingrained principle:  Cheat the bettors to enrich the operators.  This is the truth.  Such is the fact./PN
