MANILA – Sen. Joel Villanueva is calling for the immediate passage of his labor measures to avoid a steadily increasing unemployment rate.
This remark was made following the Social Weather Stations (SWS) report that the number of jobless Filipinos climbed from 18.4 percent in September 2016 to 25.1 percent in the last quarter of 2016.
According to SWS, the increased joblessness rate, with at least 11 million Filipinos without jobs, is the “worst in two years.”
Villanueva said the survey is higher than the 2016 Labor Force Survey’s unemployment data, which pegs joblessness at only 4.7 percent.
“Given that 8.7 percent or 3.9million of the unemployed individuals were ‘endo’ workers, we have to ensure that we adopt a law that will regularize workers and ensure that they will receive social benefits and protection,” the author of Senate Bill No. 1116, or the End of Endo or Contractualization Act said.
He also lamented that millions of individuals cannot find jobs because of mismatch between job openings and applicants.
In fact, Villanueva filed the “Tulong-Trabaho bill” to give people free access to technical and vocational training programs.
His proposed “Philippine Qualifications Framework Act” also aims to give a clearer picture of the competencies prospective employees need for their job interests while the employers are provided with specific training standards and qualifications that are aligned with industry standards.
“There are a lot of jobs in the market, but what is lacking here are the right set of skills needed for the jobs that are in demand nowadays,” he said./PN
