BCPO vows zero human rights violations in antidrug ops
BACOLOD City – All its personnel are following the new guidelines for antidrug operations so that no human rights violation will be committed, according to the Bacolod City Police Office (BCPO).
“[We] are doubling [our] efforts just to satisfy the demands of our constituents,” the BCPO said in a statement.
The Philippine National Police resumed its campaign against illegal drugs, dubbed as OplanTokhang Reboot, on Dec. 23, 2017 – barely two months after President Rodrigo Duterte gave the sole authority to conduct antidrug operations to the Philippine Drug Enforcement Agency.
“We comply with our patrolling duties which aim to deter criminalities in our communities and at the same time engage the stakeholders to monitor drug personalities, illegal gambling operators and couriers, and street level criminals, among others,” the BCPO statement further said.
The BCPO also stressed that its personnel can do “so much more” if additional resources, like K-9 narcotic units dogs, personnel and vehicles, are provided to them.
“Right now, we can only optimize whatever resources [are] available in our offices but rest assured that the BCPO personnel are wholeheartedly committed to this endeavor: making Bacolod City [the] safest and most livable city in the country,” part of the statement read.
BCPO records show that police-led antidrug operations from the period Dec. 23, 2017 to Jan. 31, 2018 in the city arrested 74 persons.
BCPO personnel filed 129 cases against suspects who were involved in the confiscation of the 75.438 grams of shabu and 40.71 grams of marijuana with a total street value of P755,804.85 in 47 operations conducted in the city in the same period.
On Jan. 31, the city council approved a resolution directing BCPO officer-in-charge Senior Superintendent Francisco Ebreo to closely monitor his personnel conducting antidrug and other anticrime operations.
All personnel under the 10 police stations in the city must adhere to the new operational guidelines, the resolution stated.
Police operations will now be under close scrutiny of the Interior department and the National Police Commission, it further stated.
Resolution proponent Councilor Sonya Verdeflor said “allegations of human rights violations [by] police officers involved in anti-illegal drug operations will be a thing of the past.”/PN
