
THE DANGEROUSLY low water levels now affecting major irrigation dams across Western Visayas should alarm not only farmers but every household. What may appear today as a problem confined to farmlands could soon evolve into a wider food security crisis that affects public markets, household budgets, and the regional economy itself.
The warning signs are already impossible to ignore.The National Irrigation Administration (NIA) confirmed that six major river irrigation system dams in Iloilo, Antique, Aklan, and Capiz have fallen to critical low levels amid extreme heat and the looming threat of a possible “Super El Niño.” Among the most concerning is the Barotac Viejo RIS Dam in Iloilo, now left with only 0.50 marb water level remaining. Other irrigation systems in Leon, Antique, Aklan, and Capiz are likewise under severe stress.
For an agriculture-dependent region, dwindling irrigation water is not simply an environmental concern. It directly threatens rice production — the lifeblood of food supply and rural livelihood.
Rice farming depends heavily on reliable water sources. Without sufficient irrigation, planting schedules are disrupted, crop yields decline, and in worst cases, entire harvests may fail. Farmers may be forced to reduce planting areas or abandon cultivation altogether due to lack of water. Once that happens, the consequences ripple far beyond the farms.
Lower rice production inevitably leads to tighter supply in the market. When supply falls while demand remains constant, prices rise. It is the ordinary consumer who eventually suffers the most.
Western Visayas has already experienced how inflation and rising food costs can strain struggling families. A severe drought could worsen the burden. Rice prices may increase. Vegetable supply could shrink. Livestock and fisheries may also feel indirect effects as feed costs and water availability become problematic. What begins as a drought in irrigation systems could eventually become a broader economic and social crisis.
The situation is particularly alarming because the region enters this threat while many are still recovering from economic hardships caused by inflation and fluctuating commodity prices. Another agricultural disruption could push vulnerable families deeper into financial distress.
To its credit, NIA has initiated mitigation measures such as rotational irrigation, revised cropping calendars, alternate wetting and drying techniques, and promotion of drought-resistant crops. Farmers are also being encouraged to diversify crops and consider alternatives such as mungbeans during dry periods. These are sensible emergency measures. But emergency measures alone are not enough.
The recurring vulnerability of Western Visayas to drought exposes a larger problem: the absence of a stronger long-term water security strategy. Every few years, authorities sound the alarm over El Niño, yet many farming communities still rely on fragile water systems that can easily collapse under extreme heat.
The region urgently needs greater investment in water impounding facilities, watershed protection, modern irrigation systems, rainwater harvesting, and climate-resilient agriculture. Local governments must also strengthen support systems for farmers through crop insurance, emergency subsidies, technical training, and accessible agricultural assistance.
Equally important is environmental protection. Rivers and watersheds cannot continue to suffer from deforestation, irresponsible quarrying, and environmental degradation while government simultaneously expects stable water supply for agriculture. Protecting water sources is protecting food security itself.
Food security begins with water security. If the irrigation dams run dry, the consequences will not stop at the rice fields. They will reach every dining table in Western Visayas.
