ILOILO – Elected officials of the provincial government have complied with the order to submit their Statements of Assets, Liabilities and Net Worth (SALN) within 30 days after their assumption of office.
Sangguniang Panlalawigan (SP) member June Mondejar of the 2nd District has the biggest net worth (total assets less total liabilities) at P34,020,289.13.
On the other hand, ex-officio SP member Ma. Angelica Bianca Requinto has the humblest net worth at P444,307. She is the provincial federation president of the Sangguniang Kabataan.
“Submitting the SALN is a requirement when you enter government service. It is mandated by Republic Act (RA) 6713 or the Code of Conduct and Ethical Standard for Government Officials and Employees,” said Alma Ravena, assistant department head of the provincial government’s Human Resource Management and Development Office (HRMDO).
The second richest provincial government official is Vice Gov. Christine Garin whose net worth reached P26,883,213.
She is followed by Gov. Arthur Defensor Jr. with a net worth of P19,955,758.80.
The SALN is a declaration under oath of assets (i.e., lands, houses, cash, etc.), liabilities (i.e., personal or institutional loans), and business and financial interests, of a government official or employee, of the spouse, and of unmarried children under 18 years old still living in their parents’ household.
It includes a waiver authorizing the Ombudsman or its authorized representative to obtain and secure documents that may show assets, liabilities, net worth, business interests, and financial connections from all appropriate government agencies for investigatory purposes.

Under RA 6713, the submission of SALNs must be made (1) within 30 days after assumption of office; (2) on or before April 30 of every year thereafter; and (3) within 30 days after separation from the service.
Ravena said capitol SALNs are then submitted to the Office of the Ombudsman and Civil Service Commission by the HRMDO.
Government officials and employees who serve in an honorary capacity, laborers and casual or temporary workers are exempt from filing the SALN./PN
