ILOILO City — The Department of Social Welfare and Development (DSWD) expects an increase in the number of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in Western Visayas next year.

This is due to the return of Negros Occidental to Region 6 from the dissolved Negros Island Region, according to Jonathan Anteza, DSWD Region 6 4Ps coordinator.

Negros Occidental has between 50,000 to 60,000 4Ps beneficiaries, he said.

Region 6 currently has 320,000 4Ps beneficiaries.

“We will have 370,000 to 380,000 beneficiaries by end of 2018,” said Anteza.

4Ps beneficiaries are determined by DSWD’s National Household Targeting System for Poverty Reduction (NHTS-PR), also known as Listahanan.

It is an information management system that employs geographic targeting, household assessment and validation to provide national government agencies, development partners, and other social protection actors with information on who and where the poor are in the Philippines.

Of the approved 4Ps national budget of P89.4 billion for 2018, P6.6 billion is allotted for Region 6.

4Ps is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18.

It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty.

DSWD is the lead government agency of the 4Ps.

To receive the subsidies, all the succeeding conditions must be met by the household-beneficiaries:

* Pregnant women must avail pre- and post-natal care, and be attended during childbirth by a trained professional.

* Parents or guardians must attend the family development sessions, which include topics on responsible parenting, health, and nutrition.

* Children aged 0-5 must receive regular preventive health check-ups and vaccines.

* Children aged 6-14 must receive deworming pills twice a year.

* Children-beneficiaries aged 3-18 must enroll in school, and maintain an attendance of at least 85 percent of class days every month./PN
