MANILA – President Rodrigo Duterte signed into law a measure that seeks to provide small-time farmers free irrigation services.

Republic Act 10969, or the Free Irrigation Services Act, will benefit those who own not more than 8 hectares of farmland.

The new law also condones unpaid irrigation fees of farmers owning 8 hectares and below.

Farmers owning more than 8 hectares, corporate farms, plantations, fishponds, and those drawing water for nonagricultural purposes or using irrigation systems as drainage facilities are not covered by the law.

The Free Irrigation Services Act was drawn from Senate Bill No. 1465 (Free Irrigation Service to Small Farmers Act of 2017) and House Bill No. 5670 (Free Irrigation Services Act).

The government has allocated P2.6 billion for free irrigation this year – 30-percent higher than last year’s budget./PN
