MANILA – Local government units (LGUs) must have a higher share in the national government revenue, Senate President Aquilino “Koko” Pimentel III stressed.

Pimentel authored Senate Bill No. 110, also known as the “Bigger Pie, Bigger Slice” bill.

The measure seeks to raise LGU share to 50 percent from 40 percent and include Bureau of Customs collection to their pool of funds.

“LGUs are the levels of government closest and most visible to our people,” Pimentel said as he congratulated all LGUs that received the Department of the Interior and Local Government’s Seal of Good Local Governance this year.

LGUs must have enough resources and capabilities to ensure that various government services benefit everyone, said the Senate president.

According to Pimentel, the increase in the number Seal recipients was “a good sign as we prepare for the shift to federalism.”

A total of 448 LGUs – 28 provinces, 61 cities and 359 municipalities – received the Seal this year compared to the 306 last year.

“Strong and capable LGUs mean we can reap the benefits of federalism earlier,” said Pimentel, an advocate of increased LGU autonomy.

LGUs awarded the Seal have met the standards set in all four core areas of Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order.

They have also passed at least one of the three essential areas of Business Friendliness and Competitiveness, Tourism, Culture and the Arts, and Environmental Protection./PN
