KALIBO, Aklan – All the 114 barangays in Aklan declared “drug-cleared” will be reviewed and revalidated by a multiagency oversight committee empowered by a Dangerous Drugs Board (DDB) regulation.
The oversight committee — comprising representatives from the Philippine Drug Enforcement Agency (PDEA), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Department of Health (DOH), and the local government — has the authority to declare barangays “drug-free.”
The 114 Aklan villages were declared “drug-cleared” by Barangay Anti-Drug Abuse Councils (BADACs), police chiefs and municipal mayors.
This means they no longer have a drug pusher, drug user/dependent, drug den, drug transit, clandestine drug laboratory, chemical/drug warehouse, marijuana cultivation site, drug supply, among others, based on parameters set under DDB Board Regulation No. 3 series of 2017.
The DDB requires all barangays to establish BADACs to help law enforcement units in drug-clearing operations.
DDB Board Regulation No. 3 series of 2017 provides that the oversight committee must have the following officers:
* chairperson – PDEA regional director or representative
* vice chairperson – DILG regional director or representative
* members – PNP representative, DOH representative, and LGU representative as appointed by the local chief executive
The oversight committee shall be responsible in declaring a barangay “drug-free” after satisfying all the parameters of a drug-cleared barangay and conduct a quarterly validation of the status of drug-cleared barangays.
As of April 24, a total of 1,933 suspected drug personalities in Aklan turned themselves in to authorities since the intensified nationwide antidrug campaign started last year.
Since March 7, antidrug police units arrested 12 suspects in nine legitimate operations after Oplan Double Barrel Reloaded was launched.
A reorientation and workshop on barangay drug-clearing operation was held on April 21 at the Gov. Corazon L. Cabagnot Tourism and Training Center in Barangay New Buswang.
Oplan SAGIP under DDB Regulation No. 4 series of 2017 and DDB Regulation No. 3 series of 2017 were discussed.
