BACOLOD City – Rep. Leo Rafael Cueva (Negros Occidental, 2nd District) believes that the barangay and the Sangguniang Kabataan (SK) elections in May will proceed as planned. The 2019 midterm elections, however, is a “question mark.”
Cueva said the members of the House of Representatives next week will focus on deliberating the proposed amendments in the Constitution.
The amendments are in relation to the planned shift to a federal form of government, which President Rodrigo Duterte champions.
Cueva said the barangay and the SK polls will most likely push through because they are already “drawing near.”
He added that the 2019 midterm elections is something that “nobody sees to happen.”
Cueva stressed that October will be a busy month for lawmakers as it will be the time when the vote on federalism shift, through a plebiscite, will take place.
According to Cueva, the House passed a resolution in December enjoining all its members to focus on the proposed shift.
“We are trying to fast-track the passage of the proposal to revise the Constitution,” Cueva said.
He added that if ever the shift pushes through, no election will be held to make sure that the new system of government will “function well.”
Cueva said the governmental system shift is “not easy” but the House is trying to ensure that the majority of Filipinos will benefit from it./PN
