ILOILO City – Four of this city’s 180 barangays may be declared drug-free if a revalidation of data would show that, indeed, there is no presence of drug users, pushers or illegal drug laboratories in them.
The four villages are in the City Proper – Ed Ganzon, Kauswagan, Sampaguita, and President Roxas.
“We have to revalidate the data. They will undergo rigid validation kay basi may presence sang protectors in the area kay ining apat wala sang drug pushers or users. These barangays mostly host commercial establishments. There are very few residences,” according to Iloilo City Police Office spokesperson, Senior Inspector Shella Mae Sangrines.
Initial data about the barangays came from their Barangay Anti-Drug Abuse Councils (BADAC). These were forwarded to the police and city anti-drug abuse council.
When the Philippine National Police kicked off Oplan Double Barrel against illegal drugs in July 2016, all the 180 barangays in Iloilo City were considered drug-affected.
In the guidelines of the Philippine Drug Enforcement Agency (PDEA), a barangay is considered drug-affected if it has even just one drug user, pusher, manufacturer, marijuana cultivator, or other drug personality, drug den, marijuana plantation, clandestine drug laboratory and facilities related to the production of illegal drugs.
Meanwhile, Dangerous Drugs Board (DDB) Regulation No. 2, Series of 2016 set the classifications of barangays vis-à-vis their drug affectation. These are the following:
* seriously affected – presence of at least one clandestine drug laboratory or marijuana plantation in the community; more than 20 percent of the barangay’s total population are drug personalities (users, pushers, financiers); and presence of three or more drug dens or tiangges;
* moderately affected – two percent to 20 percent of the barangay’s total population are drug personalities (users, pushers, financiers); and
* slightly affected – less than two percent of the total barangay population are drug personalities (users, pushers, financiers).
ICPO considers the barangays of Tanza Esperanza in the City Proper and Bakhaw in Mandurriao district as seriously affected by illegal drugs./PN
