BACOLOD City – Their reasons better be convincing.
Six department heads will be made to explain their absence in the 2017 budget hearings held by the Sangguniang Panlungsod.
The committee on appropriations and finance recommended their offices’ exclusion from the P2-billion proposed 2017 city government annual budget.
But the city council has yet to deliberate on the report filed by the committee chairman, Councilor Caesar Distrito.
A notice demanding an explanation will be sent to each of the department heads, Distrito said.
City hall offices at risk of not getting any allocation for 2017 are:
* Bacolod Boys Home
* City Population Office
* Bacolod Traffic Authority Office (BTAO)
* Human Resource Management Services
* Register of Deeds
* Board of Tax Appeal
Distrito filed the committee report on Monday, Dec. 5. “The city council will further deliberate on it next week,” he said.
The six department heads must convince the Sangguniang Panlungsod why they should not be excluded from the budget.
“If their explanation is unreasonable, we will exclude them,” stressed Distrito. “But if it is reasonable and valid, we will consider.”
Depriving them of allocation will “teach these offices a lesson,” the councilor earlier said.
The appropriation and finance committee held budget hearings on Nov. 15, 16 and 18.
Superintendent Luisito Acebuche, BTAO head, claimed he did not receive any official invitation from the city council.
He said he only learned about it when Distrito sent him a text message demanding an explanation for his absence.
