BACOLOD City – Councilor Wilson Gamboa Jr. was invited by Bacolod City Water District (Baciwa) Bids and Awards Committee (BAC) chairman Gino Amantillo to be an observer in the bidding for Baciwa’s deep well projects.
Under Section 13 of the Revised Implementing Rules and Regulations of Republic Act 9184, or the Government Procurement Reform Act, an observer can submit a report to the Government Procurement Policy Board and the Office of the Ombudsman indicating irregularities if any during the procurement process.
If no report is submitted within seven days after each procurement activity, it is presumed that correct procedures were followed by the BAC, said Amantillo.
“This is for transparency and accountability,” he added.
In a resolution approved last month, the Sangguniang Panlungsod requested the Baciwa to provide notarized copies of the bulk water supply contract and a status report explaining the construction of additional deep wells.
Gamboa reiterated the request through another resolution.
“It needs to be reiterated. The city council’s request has not been answered,” said Gamboa.
The bulk water supply project aims to solve the water shortage problem in the city./PN
