CEBU City – The chief of the Cebu Provincial Anti-Drug Abuse Office described the shame campaign orchestrated by barangay officials and police officers in Lapu-Lapu City an “intrusion of privacy.”
Barangay Pajo officials and Lapu-Lapu City police station offiers, led by village chief Junard Chan and Senior Superintendent Rommel Cabagnot, spray-painted the words “Identified Drug Den Area” on several houses suspected of being used for illegal drug activities on Sept. 4.
Ivy Durano Meca, chief of the Cebu Provincial Anti-Drug Abuse Office, said the officials and the police should have employed a positive approach instead.
“Those people are presumed to be innocent until proven guilty,” said Meca.
Meca added that if the houses were positively identified ad drug dens, the police should have launched an operation against them.
“There was no need to shame the suspects,” she added.
Meanwhile, the Commission on Human Rights will investigate on the issue.
The Human Rights commission said “the rule on the presumption of innocence must be applied and only courts have the authority to declare the guilt of the accused.” (PNA)
