ILOILO City – All executive assistants (EAs) and co-terminus employees appointed by dismissed city mayor Jed Patrick Mabilog continue to function in a holdover capacity as Mayor Jose Espinosa III tries to maintain a “business as usual” atmosphere at city hall.
Espinosa has so far reappointed City Administrator Hernando Galvez and City Legal Office chief Atty. Lorna Laurea who were both appointees of Mabilog.
While Mabilog’s EAs and co-terminus employees were deemed resigned following their appointing authority’s dismissal from the service for serious dishonesty, Espinosa said he had ordered a performance audit on them.
The result of the evaluation will determine his next course of action – reappoint them or let go of them.
These EAs were Mabilog’s brother Jay Victor, former city councilors Lyndon Acap, Rodel Fullon-Agado and Perla Zulueta, Mitch Antiqueña, Romeo Paloma, Dominador Co, Elpidio Lozada Jr., Norma Jimenea, Irene Ong, Felix Muchada, Guillermo Dela Llana, Hector Alejano, Victor Facultad, and Fernando Jose Rico.
Espinosa issued Executive Order (EO) No. 106 creating a Special Selection and Evaluation Team (SSET) to evaluate Mabilog’s appointees.
The SSET will also screen those applying for jobs at city hall, he added, “with the end in view of ensuring that those who will be appointed are best fit and qualified to the positions which they will be appointed to.”
As a full-fledged mayor, Espinosa stressed he now has wide latitude of discretion to appoint any person to vacant positions in the city government.
Some of Mabilog’s EAs already tendered their courtesy resignations, he said without naming them.
The SSET is headed by Remia Regalado, assistant department head II. The members are Sports Development Officer III Rommel Castro, City Engineer Roberto Divinagracia and Department Head II – Human Resources Management Office’s Leo Elevencione.
The SSET is tasked to do the following:
* review and evaluate the performance and/or records of all existing confidential department heads and employees, and to make recommendation as to whether or not they deserve reappointment and to highlight the very position they are best suitable and qualified for
* review and evaluate the track record of those who may desire to become part of the confidential appointees (of Espinosa) and to pinpoint the office/position best suited to their nature, character and qualifications
* perform all other duties and obligations necessary and indispensable for the faithful fulfillment of its powers and functions
On the other hand, all city government personnel detailed under the office of the city mayor during the administration of Mabilog were ordered by Espinosa to return to their respective mother units./PN
