ILOILO City – Atty. Hernando Galvez is still this city’s administrator. Mayor Jose Espinosa III reappointed him to the post.
Galvez was a co-terminus appointee of dismissed mayor Jed Patrick Mabilog. He was appointed city administrator in July 2016.
Espinosa said he had trust and confidence in Galvez, just like Mabilog.
Galvez, 43, is a city hall insider, having worked in the city government since Jan. 3, 2000 and served under three previous mayors.
Espinosa also reappointed Atty. Lorna Laurea, chief of the City Legal Office.
“For the continuity of service, we reappointed the city administrator and chief city legal officer. They are department heads that with confidence sang mayor, gin-reappoint naton immediately,” Espinosa told reporters.
Galvez’s previous appointment as city administrator was deemed to have end on Oct. 30 when Mabilog was dismissed from the service by the Office of the Ombudsman for unexplained wealth.
Galvez was a trusted aide of Mabilog. The former mayor described him as “dynamic”, “strict” and “had a command” to deal with various matters at city hall, including those involving employees.
Galvez took his oath of office before Espinosa yesterday morning at city hall.
Espinosa considered Galvez’s and Laurea’s roles as vital in the day-to-day operation of the city government.
Galvez welcomed his reappointment. He said he saw no reason to decline it though he admitted not expecting to be reappointed.
“Isa ini ka-challenge sa aton,” said Galvez, to serve the people of Iloilo City under Espinosa’s administration.
Galvez started as a casual employee (utility man) during the administration of then mayor Mansueto Malabor. He was then a first year law student at the University of Iloilo.
Prior to his appointment as city administrator in 2016, Galvez served as legal officer III at the City Legal Office. He rose from the ranks.
In March 5, 2001, Malabor promoted Galvez to legal assistant I. He was made legal assistant II by then mayor Jerry Treñas and eventually legal assistant III by Mabilog.
Galvez finished his law studies in 2003 and passed the bar exam in 2008. The first thing he did right after his appointment as city administrator in 2016 was to go over the profiles of employees at the City Legal Office.
“Para hibaluon ko kon ano ang pwede ko ipaobra sa ila kag kon ano pa ang dapat i-develop para sa ila,” he explained.
Under the Local Government Code, the term of the city administrator is coterminous with that of the appointing authority. He is tasked to do the following:
* Develop plans and strategies and upon approval by the mayor, implement the same particularly those which have to do with the management and administration-related programs and projects which the mayor is empowered to implement
* Assist in the coordination of the work of all the officials of the local government unit, under the supervision, direction, and control of the mayor, and for this purpose, he may convene the chiefs of offices and other officials of the local government unit;
* Establish and maintain a sound personnel program for the local government unit designed to promote career development and uphold the merit principle in the local government service;
* Conduct a continuing organizational development of the local government unit with the end in view of instituting effective administrative reforms
* Be in the frontline of the delivery of administrative support services, particularly those related to the situations during and in the aftermath of man-made and natural disasters and calamities;
* Recommend to the sanggunian and advise the mayor on all other matters relative to the management and administration of the local government unit./PN
