BACOLOD City – Police caught a man sniffing solvent in Barangay Handumanan.
Officers from Police Station 8 were on patrol when they arrested the 18-year-old resident Ramel Costan on Nov. 22.
Recovered from Costan’s possession was an empty plastic bottle of Rugby, a police report showed.
Costan was detained at the Police Station 8 custodial facility./PN
