BACOLOD City – Councilor Renecito Novero urged the Sangguniang Panlungsod (SP) committee on ways and means to amend City Ordinance (CO) No. 506 series of 2009.

CO No. 506 series of 2009 regulates the fees and issuance of licenses for the construction, establishment, operation, and maintenance of cockpits and cockfighting in the city.

Novero aired his concern after the Office of the Ombudsman issued three incumbent councilors a one-month suspension order for approving a cockfighting request in Barangay Tangub in April 2016.

They were Em Ang, Wilson Gamboa and Sonya Verdeflor.

The Ombudsman said Ang, Gamboa and Verdeflor and four former members of the SP were guilty of simple neglect of duty.

The former councilors served with the same Ombudsman order were Jocelle Sigue, Roberto Rojas, Archie Baribar, and Alex Paglumotan.

Due to their separation from service, they were fined to pay an amount equivalent to their salary as councilors for a month instead.

The suspension order stemmed from the complaint that Juan Ramon Guanzon filed last year.

Novero suggested amending the “grey areas” of the ordinance. He said the ordinance is “vague.”

The ordinance’s author is Councilor Dindo Ramos.

Gamboa, on the other hand, is the chairman of the SP committee on ways and means./PN
