Gov’t execs in ‘Oplan Tokhang’ lists – cops
ILOILO City – Police in the city were targeting 106 people suspected to be engaged in the illegal drug trade as they conduct the relaunched Oplan Double Barrel.
Officers were operating under new guidelines, which included limits on the days and hours they may knock on the houses of their targets and plead that they reform or surrender.
Superintendent Rogen Morales, chief of the Iloilo City Police Office’s (ICPO) City Drug Enforcement Unit (CDEU), said they had new lists of drug personalities.
Their targets, Morales said, were a combination of “high-value targets,” “street-level targets,” new ones, and those who were subjected to the operation before but failed to turn themselves in.
Among them were barangay and government officials and employees, he disclosed without mentioning names.
Oplan Double Barrel was relaunched on Monday last week.
Under its supplemental operational guidelines, antidrug operations may be carried out between 8 a.m. and 5 p.m. from Monday to Friday only.
Morales said they were taking on their “priority targets” first.
“We are very careful in conducting operations because of the new guidelines,” the police officer said.
He said the ICPO has 24 “Tokhangers,” or the officers who will conduct the house-to-house visitations under Oplan Tokhang.
“Tokhang” came from the Cebuano words toktok (knock) and hangyo (plead).
“The Tokhangers of every station should be led by a police official,” said Morales.
“We will conduct the operation during the day to prevent the public from casting any doubt,” he added.
Philippine National Police chief Ronald Dela Rosa had said the supplemental operational guidelines “are essentially founded on the fundamental principles of respect for human rights and strict adherence to the rule of law, with greater emphasis on transparency, accountability and command responsibility.”
“I express optimism, that this time, police interdiction operations against illegal drugs will be carried out with greater efficiency and with less violent confrontations between law enforcers and offenders …,” he added./PN
