ILOILO City – The Philippine National Police headquarters had endorsed three nominees for director of the Iloilo Police Provincial Office (IPPO).
Police Brigadier General Leo Francisco, director of the Police Regional Office 6 (PRO-6), confirmed that IPPO officer-in-charge Police Colonel Noel Aliño is one of the nominees.
“Depende kay (G)overnor (Arthur Defensor Jr.)…We have to follow proper procedures. Kapag four months na (in an assignment), dapat naka-permanent status na ang isang (acting) provincial director, or (the governor) has to look for other recommendees,” Francisco said.
He did not say who the two other nominees were.
Under Memorandum Circular No. 94-009 (guidelines on designation of police provincial directors and other chiefs of police), an incumbent provincial police director or city/municipal chief of police may be removed, transferred or re-assigned without prior approval of the governor, or mayor.
The regional director shall submit in writing to the provincial government the names of three eligibles from which the latter shall choose within 10 days from receipt of such list the provincial director to be designated.
Defensor earlier said he will be talking to Francisco and municipal mayors to get their sentiments on their preferred police provincial director.
He said that every time the PRO-6 submits a list of candidates for IPPO director, it is accompanied with the nominees’ resumés, credentials and accomplishments.
He also sees no problem if the next IPPO director is not an Ilonggo, saying he can maintain a good working relationship with anyone.
The governor, however, did not leave a comment when asked about his assessment of Aliño’s performance.
He said he needed to see the IPPO’s accomplishment report first, not just to assess Aliño but also to gauge the peace and order situation in the province./PN
