ILOILO City – The Philippine Army’s 3rd Infantry Division (3ID) supports President Ferdinand Marcos Jr.’s decision to offer amnesty to members of armed groups who have committed offenses under the Revised Penal Code or special penal laws.
Major General Marion Sison, commander of the 3ID, said the division fully endorses President Marcos’ Proclamation Nos. 403, 404, 405, and 406. He believes these will significantly advance the government’s comprehensive strategy to resolve local communist armed conflicts in the Western and Central Visayas regions.
The amnesty program offers former rebels and insurgents a second chance at life, including access to various socioeconomic services and psycho-social support, essential for their reintegration into mainstream society.
The amnesty extends to individuals involved in a range of crimes, including but not limited to rebellion or insurrection; conspiracy and proposal to commit such acts; disloyalty among public officers or employees; and inciting rebellion or insurrection.
Notably, the beneficiaries of this amnesty include members of the Communist Party of the Philippines – New People’s Army – National Democratic Front, the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas / Revolutionary Proletarian Army / Alex Boncayao Brigade, the Moro Islamic Liberation Front, and the Moro National Liberation Front.
Major General Sison also noted that this initiative is likely to accelerate the strategic defeat of the rebel groups. He anticipates that many active members and supporters will seize this opportunity to return to the fold of the law.
In a direct appeal to the rebels, Sison urged, “This is a prime moment for you to reunite with your families and loved ones. Come forward and take advantage of the amnesty program. Make the decision now for a peaceful and fulfilling future.”/PN
