Pama hailed as one of the Ten Outstanding Ilonggos of Iloilo City

Pama is a steadfast and dedicated public servant who worked in the Armed Forces of the Philippines (AFP)—Philippine Navy Command and Naval Operations from 1979–2012. He was the 32nd Flag Naval Officer-in-Command and served as Naval Inspector General and Commander of the Naval Forces Western Mindanao (NFWM), where he took part in various humanitarian assistance and disaster relief operations. He was also the Commander of the AFP Join Task Force Trilium, which led the AFP-PNP Task Force on anti-terrorism and anti-kidnapping for ransom (KFR) against the Abu Sayyaf Group (ASG) and other terrorist groups. 

He also worked as Undersecretary and Executive Director of the National Coast Watch Council (NCWC) from 2013–2014, where he organized the member agencies for maritime security. And in 2016, he was also the Executive Director of the National Disaster Risk Reduction and Management Council (NDRRMC) and the Administrator of the Office of Civil Defense (OCD). Pama received numerous recognitions in his course of service in the AFP and foreign awards, including the Bintang Jalasema Utama Award from the Republic of Indonesia and the Navy Guardian Award from the Royal Thai Navy. 

Pama is currently the Chairman of the Board of Directors of Cocogen Insurance, Inc.
