
CAPIZ – In celebration of World Population Day 2025, the Commission on Population and Development (CPD) Region 6 recognized the Capiz Provincial Health Office – Population Management Section with the third place award in the province category of the 2025 Rafael M. Salas Kaunlarang Pantao Awards (RMSKPA).
The award underscores Capiz’s steadfast commitment to advancing the Population and Development (POPDEV) agenda in alignment with the Philippine Population and Development Plan of Action (PPD-POA) 2023–2028.
The RMSKPA is the highest distinction conferred by the CPD to local government units (LGUs) and population officers that demonstrate exemplary dedication to reproductive health, responsible parenthood, and youth empowerment.
The award was received by Provincial Health Officer II Dr. Ramon Alex T. Nolasco, recognized for his leadership in advancing innovative health programs; Population Program Officer III Mary Grace F. Somil, lauded for her strategic planning and grassroots community engagement; Population Program Officer II Florle G. Menez, acknowledged for her efforts in health service delivery and quality care; and Population Program Officer II Myleen S. Dogelio, celebrated for her educational outreach and public awareness initiatives.
Adding to the province’s accolades, the Municipality of Pontevedra won first place in the municipality category, standing out for its outstanding grassroots efforts, youth-centered programs, and policy-driven strategies promoting reproductive health and sustainable development.
The CPD-6 continues to encourage collaboration among government agencies, non-government organizations, and community leaders to support LGUs in enhancing evidence-based, gender-sensitive, and community-focused population programs across Western Visayas./PN
