CAPIZ – After more than a century (100 years), the Provincial Government of Capiz has finally secured the long-elusive land title for the historic site of the old provincial capitol, marking a milestone in the province’s governance and heritage.
Gov. Fredenil H. Castro, who placed the resolution of unsettled land titles among his administration’s priorities, hailed the achievement as a step toward transparency, accountability, and proper stewardship of public resources.
The success was made possible through the efforts of the Provincial Legal Office, led by Atty. Maria Leobeth Deslate-Delicana, who worked to overcome bureaucratic and legal hurdles.
Provincial Administrator Atty. Arthur Biñas also played a crucial role in guiding the process.
Construction of the old provincial capitol began in 1911 and was completed in 1912, serving as the center of governance in Capiz. Although a survey was conducted in 1918 to establish its boundaries, the property remained without a formal title for more than a hundred years.
“This is just the beginning,” Delicana said, noting that the provincial government is also pursuing titles for other government-owned properties across Capiz to ensure all land holdings are properly documented.
Gov. Castro emphasized that securing land titles not only legitimizes ownership but also protects the province’s history and strengthens its capacity to serve the people.
