
BACOLOD City — Five newly promoted officials of the Police Regional Office–Negros Island Region (PRO-NIR) formally took their oath of office in a ceremony held on Monday, September 29, at Kanlaon Hall, Camp Alfredo M. Montelibano Sr. in Barangay Estefania, this city.
Promoted to the rank of police lieutenant colonel were Jethro Mipaña, Romar Pacis, Joel Senogat Jr., Nelson Amsiwen Jr., and Ralph Lauren Morelos.
The formal oath-taking and donning of ranks were led by Atty. Owen De Luna, regional director of the National Police Commission (NAPOLCOM)–NIR, and Brigadier General Arnold Thomas Ibay, regional director of PRO-NIR.
The ceremony underscored that the promotion reflects not only the officials’ dedication and outstanding performance but also the greater responsibility entrusted to them in serving the Filipino people.
After the oath-taking, the newly promoted officers donned their new ranks before colleagues, family members, and fellow police personnel — marking a significant milestone in their careers.
In his message, Ibay congratulated the five police commissioned officers, stressing that their new rank symbolizes not just an advancement in position but also an elevated role as leaders who must be wiser, more responsible, and more committed to public service.
He reminded them that while the rank of lieutenant colonel carries privileges, it also demands integrity, professionalism, and dedication in the face of greater responsibilities.
Ibay expressed confidence that the officers will live up to higher expectations by upholding the goals and core values of the Philippine National Police (PNP). He further encouraged them to honor their families, mentors, and supporters, reminding them that officers are ultimately defined not by rank but by values and character—and that true respect is earned through integrity and service./PN
