BACOLOD City — The Bureau of Jail Management and Penology–Negros Island Region (BJMP-NIR) and the Cadiz City Government formally signed a Deed of Donation for the newly constructed Cadiz City Jail facility on Aug. 25, 2026.
The signing was held at Cadiz City Hall II during a courtesy visit by a BJMP-NIR delegation led by Regional Director Jail Chief Supt. Brendan O. Fulgencio.
Fulgencio was accompanied by Jail Chief Insp. Bryan D. Donasco, regional chief for logistics, and Jail Senior Insp. Joseph Anthony T. Bayan, acting chief of the Cadiz City Jail.
Before the signing, BJMP-NIR officials and representatives of the Cadiz City Government, led by Mayor Salvador G. Escalante Jr., discussed the development, functionality, structural features and operational requirements of the new facility.
The discussions also focused on measures to maximize the use of the facility while ensuring a safe and orderly environment for persons deprived of liberty (PDLs).
Officials likewise explored ways to strengthen jail management and rehabilitation services, particularly those aimed at protecting the welfare and security of PDLs and preparing them for eventual reintegration into the community.
According to the BJMP-NIR, the new facility is expected to provide an improved custodial environment and support programs focused on the rehabilitation and development of PDLs.
As a gesture of appreciation for the city government’s support in developing the facility, a PDL from the Cadiz City Jail presented Escalante with a painting.
The artwork depicts a coffee plantation in Cadiz City, a carabao identified as the mayor’s favorite animal, and a portrait of Escalante holding the animal’s rope, according to BJMP-NIR.
The regional jail bureau said the painting represents the PDL community’s gratitude for the city government’s support in improving their custodial environment and providing greater opportunities for rehabilitation.
The signing of the deed marks another step in the continuing partnership between the BJMP-NIR and the Cadiz City Government toward improving jail facilities and services for PDLs./PN
