Measure requiring LGU consultation before nat’l projects pushed in Bacolod

BACOLOD City – The Sangguniang Panlungsod (SP) here has approved on first reading a proposed ordinance requiring prior consultation with the local government unit (LGU) before the implementation of any national government infrastructure project within the city.

During the regular session on October 2, Councilor Caesar Distrito introduced the measure, which aims to institutionalize coordination between national agencies and the Bacolod City Government to ensure that projects are aligned with the city’s development plans and the welfare of its residents.

The proposed ordinance, titled “National Infrastructure Projects Prior LGU Consultation and Transparency Ordinance of Bacolod City,” seeks to mandate national agencies such as the Department of Public Works and Highways (DPWH), Department of Agriculture (DA), Department of Education (DepEd), Department of Tourism (DOT), and government-owned or -controlled corporations to consult with the city before undertaking any project.

It also requires agencies to secure a resolution of endorsement from the city government prior to implementation.

To promote transparency, the measure provides for the publication of project details, submission of progress reports, and penalties for non-compliance, including fines, imprisonment, and cease-and-desist orders.

Distrito clarified that the ordinance is not intended to delay national projects but to guarantee transparency, accountability, and respect for local autonomy.

“Major national projects often affect traffic, the environment, and businesses, making local consultation vital. This ensures that projects are harmonized with local development plans while protecting the interests of Bacolodnons,” he said.

Councilor Celia Flor said the proposal “strengthens the voice of Bacolod in national projects,” ensuring that people’s concerns and community needs are heard before construction begins.

Councilor Lady Gles Gonzales-Palen added that requiring consultation “empowers barangays and residents to be active participants in shaping projects that directly impact their daily lives.”

Meanwhile, Councilor Dindo Ramos stressed that the ordinance promotes accountability, saying, “National agencies must coordinate with us so that projects bring real benefits and not unnecessary problems to our constituents.”

Councilor Em Ang also expressed her support, describing it as “a proactive step to promote transparency and good governance.”

“With clear mechanisms in place, Bacolodnons can be assured that national projects are undertaken responsibly,” Ang said./PN
