BACOLOD City — A total of 323 police personnel from the Police Regional Office–Negros Island Region (PRO-NIR) were promoted under the Philippine National Police’s Calendar Year 2025 Police Lieutenant Colonel Continuous and Regular Promotion Program.
The newly promoted personnel include one Police Lieutenant Colonel, 19 Police Captains, four Police Lieutenants, three Police Executive Master Sergeants, 46 Police Chief Master Sergeants, 10 Police Senior Master Sergeants, 58 Police Master Sergeants, 65 Police Staff Sergeants, and 117 Police Corporals.
On December 15, PRO-NIR conducted the simultaneous oath-taking, donning, and pinning of ranks for second-level uniformed personnel at the Negros Occidental Provincial Police Office (NOcPPO) Grandstand at Camp Alfredo M. Montelibano Sr. in Barangay Estefania here.
The ceremony marked a milestone in the professional careers of the newly promoted officers, recognizing their competence, perseverance, and dedicated service to the police organization and the public.
Brig. Gen. Arnold Thomas C. Ibay, PRO-NIR regional director, led the ceremony, administered the oath of office, and personally officiated the donning and pinning of ranks.
In his message, Ibay described the promotions as a significant achievement that carries greater responsibility to lead, serve, and uphold the rule of law with integrity. He emphasized that the promotions were earned through discipline, sacrifice, and commitment to public service, reminding officers that leadership is measured by character and example.
The regional director also thanked the families of the promotees for their continued support, acknowledging their vital role in the officers’ dedication to duty.
“As the Regional Director of PRO-NIR, I issue this clear directive: serve with integrity, enforce the law without fear or favor, uphold professionalism in every operation, protect human rights at all times, and ensure that public trust remains at the center of everything you do,” Ibay said.
PRO-NIR said the promotion program remains a vital mechanism in sustaining personnel morale, developing capable leaders, and reinforcing organizational integrity.
The regional command reiterated its commitment to building a disciplined, service-oriented, and trustworthy police force dedicated to protecting lives, upholding the rule of law, and ensuring peace and security across the Negros Island Region.
Members of the PRO-NIR Command Group, Regional Staff, and Personal Staff, along with police personnel from various units, attended the ceremony.
