Palace calls for austerity in gov’t holiday spending

MANILA — Malacañang has ordered government agencies to scale back Christmas and year-end celebrations, citing the need for austerity and responsible use of public funds as many Filipinos continue to recover from recent natural disasters.

Under Memorandum Circular No. 110, signed by Executive Secretary Ralph Recto on December 15 and made public on December 17, all national government agencies, including government-owned or controlled corporations and state universities and colleges, were directed to keep holiday activities modest and purpose-driven. Local government units were also encouraged to adopt the same restrained approach.

The Palace said the directive aligns with the administration’s push for prudent spending and efficient allocation of government resources, particularly as the country navigates budget reforms alongside pressing socio-economic priorities.

“In light of recent natural disasters and calamities in the country, it is necessary to adopt austerity measures during the Christmas season to ensure greater efficiency in public spending, prevent the misuse of government resources, promote a culture of simplicity in the bureaucracy, and support the government’s efforts to prioritize essential programs and services,” the memorandum read.

The circular further reminded agency heads to strictly enforce existing laws and regulations governing the proper use of government funds and resources, emphasizing accountability during the holiday season.

“This Circular shall take effect immediately,” it added.

The latest order mirrors a similar call made last year by President Ferdinand Marcos Jr., who urged government personnel to avoid lavish festivities as an expression of solidarity with communities affected by successive typhoons.

Then-Executive Secretary Lucas Bersamin earlier said no formal directive was necessary, noting that public servants were expected to voluntarily practice restraint out of concern for fellow Filipinos./PN
