Incumbent garbage contractor tops Bacolod bid

BACOLOD City — The city’s incumbent garbage contractor has emerged as the lowest calculated bidder for Bacolod’s environmental and sanitary services contract, despite public complaints over inefficient garbage collection.

Bids and Awards Committee (BAC) chairperson Atty. Hermilo Pao-yon said IPM–Construction and Development Corp. (IPM-CDC) submitted the lowest calculated bid of more than P316 million, lower than the over P327 million bid of International Solid Waste Integrated Management Specialist.

The Approved Budget for the Contract (ABC) for environmental and sanitary services is P330 million for a one-year period, covering January to December 2026.

The BAC conducted the bid opening and evaluation on December 18 at the Bacolod City Government Center.

Pao-yon clarified that following the bid evaluation, the BAC’s Technical Working Group will conduct post-qualification proceedings to determine whether IPM-CDC meets all technical, legal, and financial requirements before any contract is awarded.

Councilor Homer Bais noted that several netizens have raised concerns on social media regarding the alleged poor and inefficient performance of the incumbent contractor. He said these issues prompted the city government to revise the terms of reference for the new contract, including provisions for a total clean-up of garbage across the city.

Bais explained that under the existing contract, payments were based on garbage collection of up to a maximum of 400 tons per day. He stressed that being the lowest calculated bidder does not automatically guarantee the award of the contract, as procurement rules require full compliance with all eligibility and performance standards.
