BACOLOD City — The Police Regional Office–Negros Island Region (PRO-NIR) deployed 50 newly trained police personnel to key barangays across the region under the Revitalized Pulis sa Barangay (R-PSB) Program to strengthen people-centered policing and police–community partnerships.
The newly trained R-PSB personnel have been assigned to their respective provincial police offices under the jurisdiction of PRO-NIR, which covers the Negros Occidental Police Provincial Office (NOcPPO), Negros Oriental Police Provincial Office (NOrPPO), and Siquijor Police Provincial Office (SPPO).
A send-off ceremony was held on January 16 at Kanlaon Hall, Camp Alfredo M. Montelibano Sr. in Barangay Estefania, led by Brig. Gen. Arnold Thomas C. Ibay, regional director of PRO-NIR.
The activity was also attended by Atty. Owen G. De Luna, regional director of the National Police Commission–Negros Island Region (NAPOLCOM-NIR), along with members of the PRO-NIR command group, regional staff, and participating R-PSB personnel.
Under the deployment plan, NOcPPO personnel will be assigned to Barangay Oringao in Kabankalan City; personnel from the Regional Mobile Force Battalion (RMFB) to Barangay Marcelo in Calatrava; NOrPPO personnel to Barangay Barras in Mabinay and Barangay Tayawan in Bayawan City; and SPPO personnel to Barangay Sabang in Siquijor.
The deployed officers will serve as the primary link between the police and local communities, ensuring a visible, accessible, and responsive police presence, particularly in remote and conflict-affected areas.
In his message, Ibay said the deployment signifies more than the assignment of police personnel, but a renewed commitment to public service and community partnership.
He said the R-PSB program aims to bring policing closer to the people and strengthen public trust through active engagement and cooperation at the grassroots level.
Ibay reminded the deployed officers that while they carry the authority of the badge, they also bear the responsibility to listen, understand, and serve with compassion and integrity.
He further stressed the importance of professionalism, respect for local customs, and responsiveness to community needs, noting that the conduct of police personnel greatly influences public perception of the Philippine National Police.
The R-PSB program is a strategic initiative that underscores the police’s role as guardians of peace and partners of the community, adopting a whole-of-nation and whole-of-community approach to addressing security concerns at their roots.
Through the deployment of trained personnel under the R-PSB program, PRO-NIR continues to strengthen grassroots engagement, enhance proactive crime prevention, and promote safer and more resilient barangays across the Negros Island Region./PN
