CAPIZ — The Province of Capiz has been recognized as “High Functional” in the 2025 Anti-Drug Abuse Council (ADAC) Performance Audit, a distinction granted by the national government following a rigorous evaluation of its anti-drug initiatives.
The recognition highlights the province’s sustained efforts to strengthen its campaign against illegal drugs through coordinated programs and policies. The provincial government, led by Governor Fredeni H. Castro, cited the collaborative work of provincial, city, and municipal officials in achieving the rating.
The “High Functional” status signifies a commendable level of effectiveness in implementing prevention strategies, rehabilitation programs, and inter-agency coordination mechanisms aimed at addressing illegal drug use. It also reflects strengthened monitoring systems and the allocation of resources for community-based rehabilitation services.
The audit also recognized the efforts of 13 municipalities and the city of Roxas, all of which have implemented localized anti-drug strategies aligned with the province-wide campaign. Their participation contributed to the overall performance rating of the province.
The annual ADAC Performance Audit assesses the operational functionality and effectiveness of local anti-drug abuse councils, ensuring that programs are not only active but also responsive to community needs.
Governor Castro emphasized that while the recognition marks a significant milestone, the province remains committed to continuous improvement. He noted that sustained engagement with barangays and municipalities is essential to further strengthen anti-drug initiatives and maintain momentum.
