BACOLOD City — The Police Regional Office–Negros Island Region (PRO-NIR) has strengthened its modernization drive with the completion of its ISO 9001:2015 Readiness Assessment and the formal launch of the SAFE NIR DIAL 911 Program.
The twin initiatives underscore PRO-NIR’s commitment to improving operational efficiency, enhancing public safety, and delivering more responsive law enforcement services across the Negros Island Region.
As part of its efforts to institutionalize best practices and improve service delivery, PRO-NIR recently underwent a readiness assessment for ISO 9001:2015 certification, an internationally recognized standard for quality management systems.
The assessment conference was led by Police Brigadier General Romano V. Cardiño, acting regional director of PRO-NIR, together with Jane C. Javier, founder and managing consultant of Intelek Quest.
The activity was attended by members of the Command Group and Regional Staff, Police Colonel Dennis C. Wenceslao, provincial director of the Negros Occidental Police Provincial Office (NOcPPO), and Police Lieutenant Colonel Edison N. Garcia, chief of the Silay City Police Station.
The assessment began with an orientation on ISO standards, evaluation criteria, and documentation requirements necessary for certification readiness.
This was followed by interviews and validation activities involving various PRO-NIR divisions to assess compliance records, operational procedures, office documentation, initiatives, and performance scorecards.
An on-site inspection of PRO-NIR facilities was also conducted to evaluate building conditions, electrical systems, and fire safety compliance, ensuring adherence to occupational safety standards and regulatory requirements.
PRO-NIR officials said the assessment marks a significant step toward achieving ISO certification and reflects the organization’s commitment to delivering police services with greater efficiency, consistency, accountability, and integrity.
They added that the initiative supports the agency’s broader transformation agenda aimed at strengthening institutional capabilities and fostering a culture of continuous improvement across all units.
SAFE NIR DIAL 911 launched
Meanwhile, PRO-NIR formally launched the SAFE NIR DIAL 911 Program on June 4 at the Bacolod City Police Office (BCPO) headquarters in Barangay Singcang-Airport, Bacolod City.
The program was launched by Cardiño together with Police Colonel Eugene N. Rebadomia, BCPO city director, and was attended by government officials, law enforcement partners, community leaders, force multipliers, transport sector representatives, criminology students, media practitioners, and other stakeholders.
The SAFE NIR DIAL 911 Program is a flagship initiative of Cardiño aimed at making policing more visible, responsive, and community-centered throughout the region.
Anchored on the Philippine National Police’s focused agenda, the program strengthens police operations management, personnel welfare, integrity monitoring, and resource management while complementing broader efforts under the Safer Cities Initiative.
The program is guided by the principle that police officers must be Seen, Appreciated, Felt, and Extraordinary (SAFE) in delivering public service and ensuring community safety.
SAFE NIR DIAL 911 seeks to provide residents with immediate and accessible emergency assistance by ensuring that every call for help receives a prompt and appropriate response.
According to Cardiño, the initiative brings government services closer to the people through technology-driven and people-centered policing.
“The SAFE NIR DIAL 911 Program strengthens our capability to receive and respond to emergency calls more efficiently, allowing us to save lives, address critical incidents, and provide faster police services across the Negros Island Region,” Cardiño said.
He also thanked the Bacolod City Government and the BCPO for supporting the initiative and emphasized the importance of sustained collaboration among stakeholders in maintaining peace and security.
PRO-NIR officials said the combination of quality management reforms and enhanced emergency response systems demonstrates the agency’s commitment to building a safer, more secure, and resilient Negros Island Region.
Through its pursuit of ISO certification and the implementation of SAFE NIR DIAL 911, the regional police force aims to strengthen public trust, improve operational effectiveness, and ensure that law enforcement remains responsive to the evolving needs of the communities it serves.
Officials added that PRO-NIR remains focused on promoting transparency, professionalism, and excellence in public service while reinforcing its mission of protecting lives and maintaining peace and order throughout the region./PN
