BACOLOD City – Barangay councilmen in Mansilingan asked the city government to put up an “East Terminal” in their village.
The terminal shall be for public utility vehicles plying the routes Bacolod-Murcia, Bacolod-Mambukal and Bacolod-Salvador Benedicto and vice versa, they said in a resolution addressed to Mayor Evelio Leonardia and the city council.
They wanted the terminal to be put up next to the Mansilingan public market.
According to the councilmen, the East Terminal will ease vehicular congestion at the city proper “due to the rapid growth and development” of the city, and help create economic activities at the market.
Earlier Leonardia suggested to Councilor Dindo Ramos, chairman of the committee on transportation, that jeepneys plying the Murcia and Mambukal routes be transferred from the Libertad market to the Mansilingan market.
Terminals should not be situated at the city proper, Leonardia said.
‘LAST CALL’
“For the last time,” the Yanson Realty Development Corp. (YRDC) reminded the city government that the company will cancel its donation of the lot for the South Terminal if the latter does not put up an East Terminal.
The YRDC wants the East Terminal “consolidated” with the South Terminal in Barangay Tangub.
Its vice president on legal matters, Collin Derk Isidto, wrote Leonardia that the YRDC sent the city government on Oct. 7, 2015 a revised Deed of Donation stating the lot must be used for South and East terminals.
Isidto said the Sangguniang Panlungsod on Oct. 14, 2015 passed Resolution No. 08-15-1189 ratifying the Deed of Donation, but the resolution included a colatilla (note) stating the Deed was only for the South Terminal.
The YRDC donated the 5-hectare lot in Tangub in connection with City Ordinance No. 08-15-746, which provides for the guidelines in establishing a new southbound transport terminal.
According to the YRDC, the inclusion of the East Terminal was “an integral condition of the donation.”
“The donated properties shall be exclusively, directly and solely used, utilized and devoted as the exclusive public terminal of the South and East of Bacolod City,” read part of the Deed’s provision./PN
