MANILA – President Rodrigo Duterte has urged local government units (LGUs) to cut red tape in the rehabilitation and rebuilding efforts of areas battered by super typhoon “Yolanda” in 2013.
It has been three years since “Yolanda” struck, destroying hundreds of thousands of homes and other infrastructure, yet only a number of bunkhouses and shelter houses have been built, lamented Duterte during his visit to Tacloban City on Tuesday for its third year commemoration.
“Dapat ‘yang ‘Yolanda’, one year after, tapos na ‘yan lahat,” he said appealing to everyone not to delay the implementation of government projects.
Presidential assistant for the Visayas Michael Diño has been directed to take charge of the rehabilitation projects. The official was also urged to finish all housing projects by December.
“I ask everybody to cooperate, kindly cooperate,” said Duterte who also promised to provide typhoon victims P10,000 in emergency and livelihood assistance.
Meanwhile, the President asked LGUs to streamline business processes to spur development progress.
Obtaining a business permit and license should be reduced to only three days, Duterte stressed.
“Ako, I do it 72 hours. Any business permit that you would like to apply, it’s 72 hours in Davao. Beyond that, you go to the Mayor and explain why you need more than 72 hours to process the papers.”
Duterte also warned government officials against shortchanging the public. He said that his administration does not condone lazy employees.
“Alam mo, indolence is part of corruption. When you are paid for eight hours to do your work, mag-trabaho ka ng eight hours,” he ended./PN
