MANILA – President Rodrigo Duterte may grant Christmas pardon to old and sick prisoners.
Duterte said he is “contemplating” on freeing elderly inmates to return home and reconnect with their families.
“They are preparing it, lahat ng matatanda at saka may sakit, ‘yung mga may rayuma, hindi na makatakbo, 80 years old and above,” the 72-year-old president said.
On Tuesday, Duterte granted actor Robin Padilla absolute pardon, fully restoring his civil and political rights, which now allows him to vote and travel abroad.
Padilla was among the 87 convicts being reviewed by the Board of Pardons and Parole for the possible grant of executive clemency by Duterte.
Under Article VII Section 19 of the Constitution, the President may grant reprieves, commitations, and pardons, and remit fines and forfeitures, after conviction by final judgment, except in cases of impeachment, or as otherwise provided in this Constitution.
In 1994, Padilla was convicted for illegal possession of high-powered firearms carrying a sentence of 21 years in prison.
In 1997, former president Fidel Ramos granted the action star conditional pardon based on the recommendation of Justice undersecretary Presbitero Velasco.
Earlier Padilla failed to get a United States visa where his wife and TV host Mariel Rodriguez gave birth to their first daughter./PN
