ILOILO City – This 2017, the chairperson of the Sangguniang Panlungsod’s (SP) committee on rules, ordinances, resolutions, style, justice and legal affairs hoped to see more order in the city council’s proceedings.
One area Councilor Eduardo Peñaredondo wanted to improve was the process of introducing resolutions.
“I have observed that after discussing a certain topic, somebody would just say ‘I would like to pass a resolution’. That should not be the process. That somebody must prepare the body of his proposed resolution,” said Peñaredondo.
Introducing and passing resolutions and ordinances must not be rushed, he stressed.
“Indi lang bala sila tani maghatag sang one sentence resolution title nga wala sang body, that is unbecoming of us,” said Peñaredondo, a lawyer.
There must be basis for passing resolution, he added.
Another thing Peñaredondo wanted stopped was the tardiness of city councilors during sessions. He admitted to being guilty of this himself.
“(But) kun ma-late ako, one or three minutes man lang. Damo abi nagakadto sa opisina ko,” he explained.
The most senior among the city councilors, Peñaredondo also wanted his colleagues to keep their cool most especially during heated discussions.
The SP recently approved the appointments of its sergeant-at-arms (former police chief inspector Dionisio Duco) and assistant (former police senior inspector Santos Dagandara).
According to Peñaredondo, Duco and Dagandara were expected to make sure no violence happens inside the SP session hall.
“Sila ma-intervene kun mag inaway kag dapat wala sumbaganay ukon habuyanay. Nagahanâ pa lang, dapat mapatunga na sila,” he stressed.
The SP is the city’s legislative body. It has 13 councilors / members headed by Vice Mayor Jose Espinosa III as presiding officer.
Under the Section 458 of the Local Government Code of 1991, among the duties of the SP are the following:
* approve ordinances and pass resolutions necessary for an efficient and effective city government
* generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the city as provided for under Section 18 of Local Government Code of 1991, with particular attention to agro-industrial development and city-wide growth and progress
* enact ordinances granting franchises and authorizing the issuance of permits or licenses, upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the city (as subject to the provisions of Book II of Local Government Code of 1991)
* regulate activities relative to the use of land, buildings and structures within the city in order to promote the general welfare
* approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities (as provided for under Section 17 of Local Government Code of 1991), and
* exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance./PN
