Active city youth participation in local governance sought

ILOILO City – The city government is calling on youth organizations to register and be part of the Local Youth Development Council (LYDC).

This local youth organization registration program is pursuant to Regulation Ordinance No. 2016-334. The Iloilo City Youth Development Division shall register youth organizations and youth-serving organizations.

The creation of the LYDC is mandated by the Sangguniang Kabataan Reform Law. Under Section 23 of the law, the LYDC would “ensure wide and multi-sectoral youth participation in local governance.”

The council shall assist in the planning and execution of projects and programs of the SK in all levels (barangay, city, municipal, and provincial).

According to Jason Gregorio, head of the city government’s Local Youth Development Office (LYDO), youth organizations are those with members entirely composed of young people 15 to 30 years old, with a core advocacy that serves the youth. Youth-serving organizations, on the other hand, are those with the same core advocacy but whose members are not entirely composed of the youth and may include civil society organizations.

First time registrants may visit the LYDO at city hall to secure the needed documents.

Under the SK Reform Law, the LYDC chairmanship shall be automatically assumed by the SK federation president of the municipality, city or province.  However, the member youth organizations of the council shall be elected.

Gregorio said within 45 days after the SK election, they are required to conduct the election for LYDC members. There must be18 member youth organizations in the council only.

Those organizations who registered with them will elect who among them will be the members.

For the meantime, he said, they are waiting for the guidelines for the conduct of election from the Department of Interior and Local Government (DILG).

“The LYDC will also have its mandatory training like the SK-elected chairpersons,” Gregorio said.

The LYDC shall be funded by their respective Sangguniang Bayan, Sangguniang Panlungsod and Sangguniang Panlalawigan.

The objectives of the council are:

* to promote the role of the youth in the development of the community and/or school/radio/television;

* to develop leadership among the youth of society and foster the principles of brotherhood;

* to develop sports, social, civic, and cultural activities for the benefit of the youth in our community and/or school;

* to arrange workshops, seminars, conferences, and other events for the youth in our community and/or school; and

* to collaborate with educational, charitable, business, and government organization in order to develop, fund, and implement our organization’s objectives./PN
