ILOILO City – Gov. Florencio Miraflores issued Executive Order (EO) No. 35 providing preventive and mitigating measures in all points of entry in Aklan under modified general community quarantine.
“There is now a surge in the number of local coronavirus disease 2019 (COVID-19) cases in our neighboring provinces and highly-urbanized cities, particularly in Negros Occidental, Bacolod City, Iloilo, and Iloilo City, and no flattening of the curve is on sight,” read part of the governor’s EO.
The directive on border management took effect on Aug. 19 until Aug. 31.
Miraflores ordered the following conditions for individuals to enter the province:
FROM WITHIN
WESTERN VISAYAS
* All persons coming from within Western Visayas are allowed to enter Aklan, provided they submit themselves to the border management protocol by filling up the online health declaration card QR code
FROM OUTSIDE
WESTERN VISAYAS
* They are allowed to enter Aklan provided that they present the following documents:
1.) For returning overseas Filipinos – A negative reverse transcription polymerase chain reaction (RT-PCR) result issued by a testing laboratory accredited by the Department of Health (DOH) and a quarantine certification issued by DOH or Bureau of Quarantine
2.) For locally stranded individuals – A travel authority issued by the Join Task Force COVID-19 (coronavirus disease 2019) Shield, a negative RT-PCR result issued by a testing laboratory accredited by the DOH, and a certificate of coordination from the receiving local government unit
3.) For authorized persons outside of residence – A negative RT-PCR result issued by a testing laboratory accredited by the DOH and a government-issued ID or valid company ID or certificate of employment and travel order for government officials or proof of engagement of their services, except for the following:
a. members of law enforcement agencies and the likes, provided that they possess the necessary mission order, travel order or any proof of their travel into the province or by reason of their employment/enlistment
b. members of the judiciary whose area of assignment require them to conduct hearings and perform works in two or more provinces in a week
c. regional department heads or their duly authorized representatives in the conduct of their administrative supervisor over provincial offices and their sub-offices.
d. senators and congressmen with their chiefs of staff
e. department secretaries, undersecretaries and assistant secretaries
f. ombudsman and deputy ombudsman
g. bureau directors
TOURISTS FROM WESTERN VISAYAS
* All Western Visayan tourists going to the island of Boracay in Malay town shall present in the borders a confirmed booking in an accommodation establishment in the island resort duly accredited by the Department of Tourism before they will be allowed to enter the province
DRIVERS AND HELPERS
OF DELIVERY VEHICLES
* Transit vehicles
All drivers and helpers (not more than three) of delivery vehicles in transit to Roxas Port in Oriental Mindoro, Bulalacao Port in Occidental Mindoro or Batangas Port in Batangas or within Panay island but outside of Aklan shall be subjected to border management procedure. They will be allowed to pass through Aklan but will not be permitted to disembark from their trucks or vehicles after they have entered the province.
DRIVERS AND HELPERS OF
AKLAN DELIVERY VEHICLES
* All drivers and helpers of delivery trucks with Aklan as their final destination shall be subjected to border management procedures, and the checkpoint at the borders shall issue such trucks/vehicles a province delivery pass.
FOR HEALTH PERSONNEL
* Working in the provincial government
1.) All health personnel who will travel on official business outside Aklan shall be subjected to border management procedure
2.) All non-Aklanon health Ppersonnel are encouraged to secure accommodation in the province for the duration of this EO
* Working in private health facilities
1.) Health personnel and/or their drivers who will travel outside Aklan shall be subjected to border management procedure
* Visiting specialist
Visiting health personnel who wish to perform surgical and other special procedures shall be subjected to border management procedure. They shall secure a letter of coordination from Aklan
The following are the border management procedures:
* For private and delivery vehicles
1. Go to aklan.gov.ph or aklan.balinkbayan.gov.ph and click online health declaration card
2. Fill out all the required field and click submit. Upon submission, a confirmation with QR code will be displayed
3. Save a copy of the QR on your smart phone or have it printed
4. Present the QR code of your health declaration card to authorities in the border for scanning
* For Public transportation
1. Drivers/conductors shall issue a printed health declaration card to Aklan-bound passengers
2. Passengers shall fill out all the required fields
3. Passengers shall submit the accomplish health declaration card to Aklan border personnel who will board the vehicles, as applicable, in the provincial checkpoints/PN
