BACOLOD City – The Bacolod City government is enforcing a “no permit, no vending” policy in designated areas near cemeteries and public spaces from October 29 to November 2 to ensure orderly vending operations during Undas 2026.

More than 200 flower and candle vendors received special permits and identification cards on October 29, authorizing them to sell their products in designated areas during the five-day observance of All Saints’ Day and All Souls’ Day.

City Administrator Atty. Mark Steven Mayo said the permits are intended to prevent unauthorized vending, sidewalk obstructions, traffic congestion, and disputes over vending spaces.

He said a monitoring team has been assigned to ensure compliance with the policy and prevent unauthorized vendors from operating in the designated areas.

“In Bacolod City, vendors are required to secure special permits for designated vending areas during Undas to ensure that everything remains orderly,” Mayor Greg Gasataya said.

The authorized vending areas include Handumanan Cemetery in Barangay Handumanan, Burgos Market, Bacolod North Public Cemetery (Burgos Cemetery), San Juan Street, Mabini Street and Hernaez Street in Libertad, and Gonzaga Street.

Councilor Celia Flor, chairperson of the Sangguniang Panlungsod’s committee on markets, said the city also accommodated about 20 flower vendors from neighboring Murcia following a request from the municipality’s local government.

The arrangement recognizes Murcia residents’ participation in the seasonal flower trade, with some of the flowers sold during Undas sourced from the municipality.

Meanwhile, the Bacolod Traffic and Transport Management Department announced temporary road closures around Burgos Public Cemetery to manage traffic and ensure public safety amid the expected influx of visitors.

Burgos Street, from Lopez Jaena Street to Police Station 4, will be subject to a half-road closure on October 29 and 30, with one-way traffic implemented.

A full road closure along the same stretch will take effect from October 31 to November 2, prohibiting vehicles from passing through the affected area.

Motorists are advised to plan their trips, take alternative routes, and follow traffic signs and the instructions of traffic enforcers.

The city government urged vendors to comply with permit requirements and sell only in their assigned locations to maintain order and accessibility for residents and visitors throughout the Undas observance./PN
