MANILA – Sen. Alan Peter Cayetano has expressed urgency in the need to modernize the country’s police force.
With “state of the art” equipment, the Philippine National Police (PNP) can enhance and carry out an efficient investigation process, as well as strengthen its ability prevent crime, Cayetano said.
While the proposed 2017 PNP budget has increased by 20 percent at P136.3 billion, the lawmaker lamented that the agency’s capital outlay budget, which includes the construction of police stations, decreased by a little less than P500 million.
“It’s bad enough that the proposed funds could barely meet the minimum standard to cope with the state’s enemies that use far more modern communications equipment and high-powered firearms,” he said.
“Only through a sustainable modernization program for PNP will be able to realize the promise of real change, the kind of change that our people expect from our new government.”
Cayetano has filed Senate Bill No. (SBN) 71, or the Philippine National Police Compensation Act of 2016 proposing to increase the minimum base pay and allowances of PNP personnel.
SBN 71 allows the lowest ranking police officer to receive a monthly salary of P50,530.
If Congress fails to act on the bills increasing police salaries, Cayetano said that illegal activities, like corruption and drug trade will continue among police ranks.
“The modernization of the PNP entails adequate investment in its infrastructure and crime-fighting equipment and development of a service-oriented culture among its ranks based on integrity and love four country,” he said.
“While the PNP is purging its internal organization of scalawags and crooks, we need to recruit and train more men and women with better pay to combat crime since they face risks and dangers every day.”/PN
