THE SHIT just hit the fan and the smell is utterly disgusting, particularly the people involved in that shit.
What shit are we talking about? It’s that inadvertent genocide committed by then President Noynoy Aquino and his motley crew of jaundiced government officials.
The shit or inadvertent genocide we’re talking about is 700,000 Filipino schoolchildren from ages nine years and above that are at a very high risk of getting the type 2 stronger strain of dengue which is almost always fatal.
This is courtesy of Dengvaxia vaccinations by the Department of Health under then secretary Janette Garin during President Noynoy Aquino’s term.
The people are now demanding accountability as this is not only genocide but plunder as well; P3.5 billion – almost the entire budget of the Department of Health – have been railroaded and approved in record time just a couple of months before the 2016 elections to purchase from French pharmaceutical company Sanofi Pasteur the experimental and overpriced dengue vaccine Dengvaxia.
The principal characters in this latest scandal uncovered from the Aquino government are: President Noynoy Aquino, Budget secretary Florencio Abad, Finance secretary Cesar Purisima, and Health secretary Janette Garin.
Before any formal investigation was launched the blame game has already started. Former President Noynoy was the highest official involved in this “Dengvaxia Genocide Scandal” and there’s no other authority above him, God perhaps.
He should be man enough to take full responsibility but moi supposes that’s not part of his character; as we have seen during his presidency, any faux pas committed by his administration was always somebody’s fault.
Much as he wanted to, he’d love to lay the blame on Gloria Arroyo but unfortunately for him and fortunately for Gloria Arroyo there’s absolutely no way for him to do that. So what’s the next best thing for Noynoy Aquino? Do what he did with the SAF 44 massacre: blame the SAF commander General Getulio Napeñas.
Remember this statement: “Binola ako ni Napeñas.”
Lay the blame on then secretary of Health Janette Garin; after all, she was in that picture smiling as she injected an unfortunate child with Dengvaxia while that nincompoop Noynoy Aquino was in the background with his famous silly grin.
Former secretary of Health Janette Garin is the most convenient and perfect scapegoat; after all she was caught on picture with the “smoking syringe” and it was her department’s program that vaccinated 700,000 schoolchildren with the experimental drug Dengvaxia.
The people are already expecting Noynoy Aquino to come out with this statement: “Binola ako ni Janette Garin.”
Yes, she was involved in the vaccination program but that she was solely to blame moi does not think so.
From Day 1, Noynoy Aquino had been involved in the negotiations with Sanofi Pasteur together with Budget secretary Florencio Abad and Finance secretary Cesar Purisima. And take note people, the Department of Health did not have P3.5 billion in its budget to purchase these Dengvaxia.
So what happened? Upon orders and authority of President Noynoy Aquino, then Budget secretary Florencio Abad together with Finance secretary Cesar Purisima realigned a pension plan budget to have the money to purchase Dengvaxia.
If the realignment sounds familiar, remember the Disbursement Acceleration Program or DAP and the Priority Development Assistance Fund or PDAF all declared by the Supreme Court as unconstitutional yet implemented with vigor by Noynoy Aquino courtesy of his Budget secretary Florencio Abad.
Even if she wanted to, without the authority and go signal from then President Noynoy Aquino and Budget secretary Florencio Abad’s magic, then Health secretary Janette Garin couldn’t do anything; she would just have an empty syringe.
So what does former Health secretary Janette Garin has to say about this “Dengvaxia Genocide Scandal”?
Here are excerpts from the Dec. 5 issue of Panay News:
In a statement, Garin said she was “ready to face the consequences.”
“I welcome the investigation that will be conducted by the DOJ and Senate. I will answer all questions at the right time and in the appropriate forum.”
“In the event that there will be authorities who will point culpability to me, I am ready to face the consequences,” according to Garin.
“I will also await clarity from DOH and WHO (World Health Organization) as they are the authorities on this,” according to Garin.
She asserted that the dengue vaccination program plan “started even before my time.”
“We implemented it in accordance with WHO guidance and recommendations. Even before the official release of the SAGE [WHO Strategic Advisory Group of Experts on Immunization], there were ongoing meetings and consultations between experts, WHO and DOH technical officials,” she added.
Unfortunately for Janette Garin, the WHO clarified in a statement that such recommendation was not included in its position paper released in July last year.
At least, Janette Garin owed up to her involvement in this faux pas and said she is ready to accept the outcome.
