BACOLOD City – A new director has taken over the Philippine Drug Enforcement Agency (PDEA) Negros Island Region.
Occupying a directorial post in a regional office for the first time, Roselyn Borja replaced Julius Navales effective yesterday.
Navales, who will be moved to the PDEA national headquarters, officially relinquished the post in a ceremony at the old city hall.
Navales was relieved after five PDEA-Negros agents were tagged to the illegal drug trade by Negros Island Region’s No. 1 drug suspect Ricky Serenio, according to Director General Isidro Lapeña.
Under the doctrine of command responsibility, Navales must be investigated for possible administrative liability, Lapeña said.
Serenio claimed that dozens of law enforcement officers in Negros get protection money from the Berya drug group.
Officers from the Regional Special Operation Task Group of the Police Regional Office 18 arrested Serenio on Jan. 8 in Talisay City, Negros Occidental for grave coercion.
“Naunahan lang kami (Others got to the suspect first),” Navales told Lapeña about the arrest.
According to Lapeña, Navales’ relief was “procedural.”
The five PDEA-Negros agents were relieved and will also be subject to administrative investigation.
Lapeña directed Borja to step up their operations and rid the regional office of undesirable agents.
When she first joined the PDEA in 2010, Borja was assigned in the Human Resource Service.
She was director of the Internal Affairs Service before getting assigned in Negros.
Borja vowed to help cleanse their ranks.
She stressed that the agents Serenio named were with the PDEA Region 6 at the time they allegedly dealt with the Berya drug group./PN
