BACOLOD City — The Public Employment Service Office (PESO) here is empowering female persons deprived of liberty (PDLs) through a newly initiated city government program known as Project LIFE (Labor Orientation, Inclusion, and Future Employment).
Launched at the Metro Bacolod District Jail–Female Dormitory on December 29, 2025, the program reaffirms the city government’s commitment to inclusive employment and providing second chances.
The initiative aims to empower PDLs by equipping them with labor-related knowledge, promoting workplace inclusion, and preparing them for possible employment opportunities upon their reintegration into society.
PESO Coordinator Jovelyn Canoy said Project LIFE was designed to instill hope and confidence among the participants, particularly during the holiday season, and is being implemented under the administration of Mayor Greg Gasataya.
“Project LIFE, initiated under the present administration, is more than a labor orientation. It is an opportunity to remind our PDLs that they still have a future beyond incarceration. By providing them with essential information on employment rights, skills development, and workplace readiness, we are helping them rebuild their lives and prepare for meaningful reintegration into the community,” Canoy said.
She emphasized that the program reflects the true spirit of Christmas by offering compassion, inclusion, and opportunities for personal growth.
“Everyone deserves a second chance. Through Project LIFE, we aim to inspire hope, develop self-worth, and open doors to future employment, regardless of past circumstances,” she added.
Canoy also expressed gratitude to Mayor Gasataya for his support of programs that promote inclusive growth and social reintegration.
“We sincerely thank Mayor Gasataya for continuously supporting initiatives that create employment opportunities and give renewed purpose to individuals seeking to start anew,” she said.
