BACOLOD City – The city government is imposing a P65,500 fine on its garbage collector as penalty for uncollected waste.
IPM Construction and Development Corp. will be charged with P45,500 and P15,000 for uncollected garbage in September and October, respectively, according to Mayor Evelio Leonardia.
City hall hired the IPM for “environmental sanitary services” under a P59.4-million, four-month (Sept. 2 to Dec. 31) contract on a “total cleanup package basis” (no sanitary landfill maintenance).
The Solid Waste Management Board, which Leonardia heads, met with the IPM on Nov. 28 and discussed the penalty, among others.
In a report submitted to Leonardia, Department of Public Services head Nelson Sedillo recommended imposing a fine on the IPM.
The penalty will be deducted in full from the IPM’s monthly billing.
It was not surprising; penalties were included in their contract’s terms of reference, said IPM senior vice president Jan Vicente Mercado.
Mercado stressed they were willing to face the corresponding sanctions for their contract violations.
That they were fined was just a case of “check and balance,” said the IPM official.
“It may be harsh to hear that we somehow failed to meet the standards in addressing the city’s garbage problem, we are also making steps to improve our service,” Mercado said.
Leonardia said the IPM shall be penalized if it fails to act on reported uncollected garbage within 24 hours.
After a day, it will be charged P500. If it still does not act, it will be charged another P1,000, the mayor explained./PN
