Bacolod gov’t creates transition committee

BACOLOD City – The city government here has created the Local Governance Transition Committee to oversee the effective and orderly transition of local government administration and defining its composition, powers, and functions.

Mayor Alfredo Abelardo Benitez issued Executive Order (EO) No. 09 on this yesterday.

The city mayor said the principles of transparency, accountability, and continuity are essential in ensuring effective local governance.

In order to ensure a smooth, transparent, and well-coordinated transition of power and responsibilities, there is a need for the creation of the local governance transition team (LGTT), he added.

Based on the EO, the transition committee shall be composed of the city mayor as the chairperson, vice chairperson (to be elected by a simple majority from among the members), and members (all department heads, Department of Interior and Local Government (DILG) representative, Sangguniang Panlungsod secretary, and at least one representative from accredited Civil Society Organization of the People’s Organization).

Earlier, the DILG issued Memorandum Circular No. 2025-016 which defines and outlines the transition process for local government units (LGUs) to ensure and facilitate an orderly transfer of responsibilities and uphold service continuity following the May 12 elections, thereby minimizing disruptions and providing clarity for both outgoing and incoming officials.

The DILG encouraged all LGUs to establish an LGTT at least two months before the end of the term of the current administration on June 30, 2025 as a preemptive measure to guarantee sufficient time and preparation for the transition process./PN
