Bacolod gov’t to implement salary increase, medical allowance

BACOLOD City – Starting August 15, the Bacolod City Government will implement a salary adjustment for city hall employees.

Mayor Greg Gasataya said he has signed the notices of salary adjustment for the second tranche covering 1,300 city hall workers.

“They will receive it effective August 15,” he emphasized.

The increase will apply only to regular and plantilla casual employees, as well as elected officials.

Yesterday, August 11, Gasataya also signed Executive Order (EO) No. 027 creating a Technical Working Group (TWG) to oversee the implementation of a P7,000 annual medical allowance for qualified personnel.

The mayor explained that Section 7 of EO No. 64, issued by President Ferdinand R. Marcos Jr. on August 2, 2024, authorizes the grant of a medical allowance starting fiscal year 2025 as a subsidy for health maintenance organization (HMO)-type benefits.

He stressed that updating government personnel benefits is necessary given current economic conditions, to maintain a competent, committed, agile, and healthy workforce — ultimately leading to greater productivity and better public service.

The Department of Budget and Management (DBM) earlier issued Budget Circular No. 2024-6, which provides the rules for granting the medical allowance to civilian government personnel, including local government unit (LGU) employees.

The TWG is composed of City Administrator Atty. Mark Mayo as chairperson; City Budget Officer Ma. Imelda Williams as vice chairperson; and members City Legal Officer Karol Joseph Chiu, Secretary to the Mayor Atty. Marty Go, Arlene Memoria, City Health Officer Ma. Carmela Gensoli, Officer-in-Charge (OIC) City Treasurer Jose Maria Gecosala, OIC City Accountant Atty. Jeremae Ann Florentino, and Human Resource Officer Erman Aguirre.

The group is tasked with formulating guidelines for the allowance’s distribution and coordinating with government agencies, unions, and other stakeholders to ensure smooth implementation./PN
